The New City Hall Complex in Eilat is an urban "rock" situated between the desert and the sea. Its unique structure releases the precious ground resource for public uses, while centralizing most of the functions within the upper floors. The floating mass shadows over the square underneath throughout the year, as does each floor upon the one beneath. The "rock" base features Caf?s, retail and leisure, while the parking is set in 2 levels taking advantage of the natural slope of the site.
